Meeting Purpose:  To discuss the applicant’s proposed project and the City’s project and environmental review processes, to obtain community input, and to provide an overview of issues to be discussed in the Environmental Impact Report (EIR) analysis to comply with the California Environmental Quality Act (CEQA) relative to the Site Development Permit for a proposed 118-unit, multifamily residential building located at 380 North 1st Street. The issues discussed at this meeting will be part of the public record and help refine the project as it moves forward through the review process. Public input on the scope of the EIR is encouraged to ensure that all relevant environmental issues are addressed.

 

The Notice of Preparation (NOP) of the EIR is being circulated for public review and comment on the proposed rezoning from Monday, August 28, 2023, to Wednesday, September 27, 2023, at 5:00 p.m., and is available on the Planning Division’s Environmental Review webpage under the project name (North 1st Street Multifamily Project) and file numbers (H23-007 and ER23-075) at the following link: www.sanjoseca.gov/ActiveEIRs. Verbal comments on the NOP will be accepted at the community/scoping meeting and written comments will be accepted until 5:00 p.m. on Wednesday, September 17, 2023. There are continuous opportunities throughout the permit review process for public comment on the project and EIR as illustrated in the process chart below.

 

Proposed Project: Site Development Permit (File No. H22-007) to allow the demolition of a 12,000-square-foot commercial building and the removal of 20 trees (including 10 ordinance-size trees) for the construction of a seven-story, 118-unit multifamily residential building with a parking podium that includes 74 vehicle parking spaces on an approximately 0.48-gross acre lot. The applicant is providing 18 units (15%) affordable to very-low-income, low-income, and moderate-income households and is requesting eight waivers of development standards under the state Density Bonus law.
