How To Apply

If you are a residential building owner in San José, you could be eligible for thousands of dollars in incentives. The City of San José is offering incentives to single-family and multifamily households in San José to electrify their homes. Incentives are limited and will be available on a first-come, first-served basis.

  1. Confirm Eligibility: Single- or multifamily building owner submits completed Incentive Eligibility Application form and works with a TECH Clean California certified contractor.
  2. Reserve an Incentive: Contractor or building owner submits completed Pre-Installation Application packet to reserve the incentive (upon approval).
  3. Application Approval: City of San José approves application, reserves incentive for up to 180 days, and sends email notice.
    • Note: As of 5/9/2024, the first round of funding has been reserved. Applicants with approved Pre-Installation Applications will be added to the waitlist in the order that they are received. Once additional funding is available, applicants will be notified when they are removed from the waitlist. Incentives will be reserved for up to 180 days upon notice that applicants are removed from the waitlist.
  4. Apply for a Building Permit: Contractor or building owner applies for a City of San José building permit by visiting the City of San José Permit Center.
  5. Start the Project: Building owner contracts directly with a contractor to complete the project, unless building owner chooses to self-install equipment.
  6. Submit Installation Verification: After project is complete, contractor or building owner submits the Post-Installation Application packet within 180 days of the approved Pre-Installation Application packet. Failure to submit within 180 days may result in loss of incentive.
  7. Incentive Approval: The City of San José approves Post-Installation Application packet and sends email notice. Incentive is paid out and mailed within 4-6 weeks of submitting all required documentation.

1Any building owner of a single- or multifamily building in San José is automatically qualified for the Base Incentive, upon approval of a valid San José building address; building addresses outside of the San José territory are excluded from the rebate.

You must complete at least one Primary Measure to qualify for any Secondary Measure incentives or Tertiary Measure incentives.

Limits do apply per single-family home or multifamily unit. Example: one single-family home is eligible for one Heat Pump HVAC incentive, while a multifamily building with four units is eligible for four Heat Pump HVAC incentive.

Program Overview

On January 19, 2023, the City of San José announced that they would complete 250 residential building electrification measures in support of the City's carbon neutrality by 2030 goal.

Electric Homes San José, a City of San José program, supports single-family and multifamily building-owners throughout San José seeking to complete all-electric upgrades on their building and supports electrification workforce development for local contractors. The program is currently funded to support 250 building electrification measures in San José, however, additional funding for future measures is anticipated.

San José established a Community Advisory Board (CAB) comprised of roughly 15 representatives from Community-Based Organizations serving San José’s diverse communities. The CAB promotes community engagement and participation on the design and implementation of the program, including community outreach.

This comprehensive electrification upgrade program is expected to include the following services:

  • Identify and acquire existing resources and incentives to reduce or eliminate electrification upgrade costs,
  • Help assess your specific upgrade needs and costs,
  • Provide contractor resources to complete approved electrification upgrade projects, and
  • Coordinate workforce development training for 50 local contractors
