The ADFU project focuses on the renewal of the San José-Santa Clara Regional Wastewater Facility (RWF) mesophilic digesters. The RWF's Temperature Phased Anaerobic Digestion (TPAD) process consists of four thermophilic digesters followed by eight mesophilic digesters. This project will renew the tanks' structure and the mechanical, electrical, and instrumentation and control equipment associated with the mesophilic digesters along with replacing the existing floating covers with fixed covers.

Site constraints for this project include the existing, overhead digester gas pipe rack and an underground tunnel system (that connects the digesters and houses the intake and discharge piping). This project will also require various electrical upgrades for the mesophilic digesters and the RWF’s solids treatment process.

In addition to the mesophilic digester upgrades, the ADFU project will be constructing a new Fats Oil and Grease (FOG) receiving facility, including storage tanks and new connections to existing facilities.

Project Delivery Method

The ADFU project will be procured using a Design-Build delivery method. There will be a two-stage, Best Value procurement consisting of a Request for Qualifications, Shortlist, Request for Proposals, Interviews, Design-Builder Selection, Contract Negotiation, and Council Award.

All communication during this procurement will take place via Biddingo, the City’s procurement solicitation website.
