Disparity Study

The City of San José is conducting a disparity study to better understand how ‘diverse business enterprises’ including minority-owned business enterprises (MBEs), women-owned business enterprises (WBEs), disabled veteran-owned business enterprises (DVBEs), and LGBTQ+-owned business enterprises (LGBTQ+BEs) participate in its contracting policies and practices. Led by MGT Consulting, the study will determine if there are barriers preventing diverse businesses from working with the City or with prime vendors contracted by the City and identify ways the processes could be more accessible and inclusive for all San José businesses.

The local business community is invited to contribute to the City of San José’s disparity study by sharing their experiences doing business in the City’s marketplace – both public and private sectors, acquiring bonding or capital, and winning contracts or subcontracts in the markets in which the City does business.

Input from the business community may help the City better understand if discrimination poses barriers for businesses to work with the City of San José and, if so, how best to eliminate that discrimination and remedy its effects.

Businesses in all procurement categories and race, ethnicity, gender identity ownership classifications will be randomly selected and

 invited to participate in in-depth interviews and business owner surveys. The interviews are opportunities for businesses to have one-on-one discussions with the MGT team regarding their experiences doing business, or attempting to do business, with the City of San José or prime vendors contracted by the City.

Business Engagement Meeting

A Business Engagement Meeting was held on November 14 - View the slide deck PDF. At that meeting, MGT presented the study’s objectives and gathered feedback from business owners on their experiences doing business, or attempting to do business, with the City of San José or their prime vendors.  Input gathered during the business engagement meeting will be analyzed to provide recommended modifications to the procurement processes.
