HOME ARP Program

The HOME American Rescue Plan (HOME ARP) Program was created under the American Rescue Plan Act of 2021 to provide housing, services and shelter to individuals experiencing homelessness as well as other vulnerable populations.  HOME-ARP funds can be used for four eligible activities:
  • Production or Preservation of Affordable Housing
  • Tenant-Based Rental Assistance (TBRA)
  • Supportive Services, Homeless Prevention Services, and Housing Counseling
  • Purchase and Development of Non-Congregate Shelter.

The City of San José will be receiving $11,676,334 in HOME ARP funds. To receive funding, the City of San José must develop an Allocation Plan that includes input from community stakeholders. Participation opportunities are listed below for anyone interested in providing input.

Survey

This survey will be open from February 1, 2023, through February 28, 2023. The survey helps us gather input for the HOME ARP Allocation Plan.

HOME ARP Workshop 

A workshop took place on Friday, February 10, 2023, from 10:00 to 11:00 am. Staff provided an overview of the HOME ARP program and solicited feedback from participants about the needs of the eligible populations.

HOME ARP Public Comment

The City of San José will have an open public comment period from March 1, 2023,  through March 15, 2023. HOME ARP Public Hearing 

The City of San José will host a public hearing during the regularly scheduled City Council meeting on Tuesday, March 28, 2023. The San José City Council meets every Tuesday at 1:30 p.m. and 6:00 p.m. as needed, unless otherwise noted. The public hearing is located at the Council Chambers at 200 E. Santa Clara Street, San José, CA, 95113. Meetings are also accessible online at https://sanjoseca.zoom.us/j/88957084529.

To request an alternative format agenda under the Americans with Disabilities Act for City-sponsored meetings, events or printed materials, please call (408) 535-1260 at least three business days before the meeting. Any member of the public who needs accommodations should email the City's ADA coordinator at ADA@sanjoseca.gov or call (408) 535-8430.
