Housing Policy, Plans, and Reports

San José is the Capital of Silicon Valley and home to many of the world’s most innovative technology companies. It is also one of the most expensive places to live in the country. Across the region, the demand for affordable housing remains extremely high as a result of the significant income disparity between workers in highly-compensated professions, workers in support and service industries, and people on fixed and extremely low incomes.

The City of San José has a strong commitment to ensure that all of its residents have decent, safe, and affordable housing.

The Housing Department's Policy and Planning Team supports the Department's programs by conducting public outreach, identifying needs, gathering data, analyzing existing and potential policies, programs and funding opportunities, providing federal and State legislation support, and preparing plans and reports that articulate the Department's priorities and strategies for making San José a great place to call home.

Below is a summary of the plans and annual reports that are prepared by or in conjunction with the Policy and Planning Team:

Affordable Housing Impact Fee and Commercial Linkage Fee	FY 2022-2023	Annual Report	A report complying with the Mitigation Fee Act on the status and expenditure plans for the City’s Affordable Housing Impact Fee and Commercial Linkage Fee. Continues use of AHIF and CLF to fund affordable housing developments.
Affordable Housing Impact Fee Info memo Affordable Housing Impact Fee	FY2021-22 FY2017-18 to FY2020-21	Annual Report Five-Year Report	Update on investments made by the City with the revenue raised by the Affordable Housing Impact Fee.
Affordable Housing Investment Plan	FY2020-21 to FY 2022-23		Establishes the priorities for funding commitments for the following year.
Five Year Consolidated Plan, Annual Action Plans and the Analysis of Impediments to Fair Housing (AI)	2015 - 2020	CAPER	Required by the U.S. Department of Housing and Urban Development (HUD), the plans describe how the City will use federal entitlement funds to meet local housing and community development needs. The AI describes fair housing needs and identifies strategies to address those needs.
Housing Element	2014 - 2023	Annual Report Housing Successor Report	Required by the State Department of Housing and Community Development (HCD), the Housing Element establishes programs, policies, and land use strategies to meet San José's Regional Housing Needs Allocation (RHNA).

In addition to the above strategic plans, the Department produces various program reports to showcase achievements under its major programs.
