On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009. This act included $1 billion in Community Development Block Grant- Recovery (CDBG- R) funds to states and local governments to carry out, on an expedited basis, eligible activities under the CDBG program.

Locally, the City of San José received $2,700,463 to implement a CDBG- R program. As a requirement of receiving funding, the City must submit quarterly reports that highlight the amount of funds expended, number of jobs wholly or partially funded with the grant and a status of the various activities funded.
