Consolidated & Annual Action Plans
Meeting Housing & Community Development Needs
San José receives entitlement funding (i.e. non-competitive, formula funds) from the U.S. Department of Housing and Urban Development (HUD) - CDBG, HOME, ESG, and HOPWA. By federal law, the City is required to create five-year Consolidated Plans that define funding priorities and strategies for the use of these funds from HUD. The City also creates Annual Action Plans that define annual budgets and performance targets that ensure the City will meet its five-year Consolidated Plan goals. Each year, the City also creates a Consolidated Annual Performance Evaluation Report (CAPER), assessing the actual uses and outcomes from the use of these funds.

Note that the use of one-time federal CARES Act funds administered through HUD to help address the COVID-19 crisis are being implemented through amendments to the City's FY 2019-20 Annual Action Plan.
Public participation plays an important role in the development and approval of these plans. Public meetings are held before and during the drafting of the plans. There is a one-month public comment period before the draft plans are finalized (unless there is a state of emergency) per the City's Citizen Participation Plan.
