Consolidated Annual Performance Evaluation
Performance Reports
San José receives entitlement funding (i.e. non-competitive, formula funds) from the U.S. Department of Housing and Urban Development (HUD). By federal law, the City is required to submit a Consolidated Annual Performance Evaluation Report (CAPER) on the performance of HUD funded programs.
The CAPER is an annual report that evaluates the City’s success in meeting its goals that are described in its Five-Year Consolidated Plan and in its Annual Action Plans. The CAPER also reports on the City’s success in hiring or providing contracts to its low-income residents (Section 3 and Minority / Women-owned).

Public Notices
The Draft FY 2023-24 CAPER is available for public comment on September 9, 2024. This comment period runs to September 24, 2024, and provides an opportunity for public input. Additional opportunities to provide public input on the report are listed as follows:

- City Council Meeting - Final Public Hearing and Consideration of Plan Approval
- September 24, 2024 at 1:30pm

The public comments received will be included in the Council packet when the City Council considers the CAPER at its meeting on September 26, 2023. The approved document must be submitted to HUD by September 29, 2023.
