Employee Assistance Program
The City's Employee Assistance Program (EAP) offered through Concern has been established to offer free, confidential counseling to all full-time and part-time benefited employees (except Temporary Executive Managers and Temporary Unclassified Employees), and effective January 1, 2024 unbenefited part-time employees in the Municipal Employees' Federation (MEF) union. Services cover a wide range of personal issues including marital, family, interpersonal, emotional, and substance use disorder issues. In addition, a number of life management services are available to help you with child and elder care, legal, financial, and identity theft issues.
Eligible City Employees: Information on how to access your City of San Jose EAP services can be found on the EAP SharePoint Site.
If you are experiencing a medical or psychiatric emergency, please dial 911. Other counseling or mental health services may be accessible through your healthcare provider or community resources. Review alternate resources as applicable.
COUNSELING BENEFITS
Experienced, licensed counselors are available in-person, via telephone, video, text, and/or chat.
Non-Sworn Benefited Employees (available for employees and their eligible dependents)

Up to 8 free sessions per person, per issue type, per 12-month period.
MEF Unbenefited Part-time Employees (available for employees only)
- Up to 5 free sessions per person, per issue type, per 12-month period.
Sworn Police and Fire and Safety Dispatcher (available for employees and eligible dependents)

Up to 20 free sessions per person, per incident, per 12-month period.
If additional appointments are necessary, employees must pay; however, employees may pay a reduced rate for additional counseling services.
WORK LIFE Management BENEFITS
Telephone consultations are available for work life issues.
Examples of work life consultation areas include:

Legal Referrals for questions regarding wills and contracts or questions related to family, real estate, personal injury, criminal and consumer law. One free 30-minute referral per issue per year and a 25% discount if you retain the attorney.

Financial Consultations for information about debt management, taxes, investments, setting a budget and more. One or two 30-minute sessions per issue per year

Parenting/Child Resources around daycare, after school care, tutors, mentors and enrichment programs, adoption resources and more.

New Baby Kit including the book What to Expect the First Year and a Concern onesie.

Adult Family Care Referrals help with resources and guidance around issues including housing and nutrition, in-home care, dementia, Social Security and Medicare. Free book How to Care for Aging Parents provided.

Identity Theft Support provides a free ID theft response kit and 60 minutes of consultation time with a Fraud Resolution Specialist to help dispute fraudulent debt and restore identify and credit.

Guided Mindfulness resources to help build and sustain healthy habits accessed through digital dashboard
ELIGIBILITY
All full-time and part-time benefited employees (except Temporary Executive Managers and Temporary Unclassified Employees) and their eligible dependents, and MEF unbenefited part-time employees only, effective January 1, 2024, may access EAP counseling and life management services.
COST
The eligible employee pays nothing to participate. The City of San Jose contributes 100% of your monthly premium.
