Council District 1 encompasses the neighborhoods of San José that are west of SR-17 and I-880, and south of Stevens Creek Boulevard, in addition to some areas between SR-17 and Thornton Way. The district is bordered to the north by the City of Santa Clara, to the west by the City of Cupertino, to the southwest by the City of Saratoga, to the southeast by the City of Campbell, and to the east by City of San José Council District 6 and unincorporated Fruitdale and Burbank neighborhoods.

Council District 1 had a population of 102,238 according to the 2020 U.S. Census.

Some notable landmarks in the district include: Santana Row, Westgate Shopping Center, Winchester Mystery House, San Tomas Aquino Creek Trail, Calabazas and West Valley Branch Libraries, and our many schools, parks, and trails.
