About the Project

Background

Since 1984, the City's General Plan has identified Communications Hill as a prime location for creating a large, mixed-use urban neighborhood with sweeping views close to downtown, major highways, light rail, and Caltrain.

The Communications Hill Specific Plan, approved by the City Council in 1992, envisions a dense, highly urbanized, pedestrian-oriented residential neighborhood. Of the 4,700 residential units planned, about 2,500 have been built, along with key infrastructure such as storm and sanitary improvements, a fire station, and various parks and trails.

The project is structured in four development phases, with the upcoming Phases 3 and 4 set to introduce additional residential units and establish two new public parks. For more information, visit the project development webpage.

The Park Site

The Communications Hill project site is situated south of Downtown San José on the hillside between Highway 87 and Monterey Road, north of Hillsdale Avenue, and southeast of Curtner Avenue, within City Council District 7.

The upcoming Phases 3 and 4 will introduce two new public parks: a 1.15-acre park in Phase 3 and a 1.9-acre park in Phase 4. These two parks will provide additional gathering spaces for the Communications Hill neighborhood.

A comprehensive community engagement process will be undertaken to decide on the park names, programming, and overall design of these future parks.
