Citywide Planning

Citywide Planning is the function of the Planning Division that:

  • Maintains on the ongoing evolution of the San Jose's award-winning General Plan and performs studies and analysis for Area and Specific Plans and Urban Villages.

  • Oversees the updating of the City's ordinances that relate to land use and urban planning, including the Subdivision Ordinance (title 19), Zoning Ordinance (Title 20), and Sign Ordinance (Title 23). 

  • Monitors and maintains data and maps relating to development in the City and forecasts development trends.

  • Working with the Office of Cultural Affairs, nonprofits, neighborhoods, art groups, and other partners, we embrace placemaking and a range of urban design approaches and activities to connect people with places and public spaces in San José.

We take a community-based approach to our work, holding community meetings, conducting surveys, and providing multilingual outreach as feasible.
