Learn about and apply for a micro-mobility permit

Welcome to the vendor portal for shared micro-mobility systems in San José. If you're interested in applying for a permit to operate shared e-scooter or other micro-mobility programs, please follow the following steps. Note: shared e-bike programs are not eligible for a micro-mobility permit at this time.

Apply for a Shared Micro-Mobility Permit

1. You're in the right place! Visiting this micro-mobility website for application instructions and forms is the first step.

2. Obtain a business license from the the City.

3. Complete an online application form and mail both the signed application agreement and application fee to the City. Make all checks payable to "City of San José."

4. City staff will review your application and keep applicant informed of permit status. If information is complete and acceptable, you will be notified and asked to submit proof of insurance.

5. If insurance requirements are met, pay the permit fee and deposit (see below).

6. The Director of Transportation will issue a permit.

7. Once a permit has been issued, operations may begin immediately in accordance with the permit's terms and conditions. Within 30 days of an issued permit, Operators must comply with the data requirements and within six months must comply with the language requirements, both found in the Administrative Regulations and Data Protection Principals. Additionally, as of July 1st, 2019, e-scooter Operators must comply with the sidewalk prohibition technology requirement.

Fees and insurance

Application Fee

Along with a signed agreement form and online application, applicant must pay the "Shared Micro-Mobility Annual Permit Application Fee" in the amount of $1,953 to the City of San José. The fee is non-refundable. This fee must be received before the City begins to review your application.

Insurance

Upon review of the application form, applicant must provide proof of insurance as required by the City.

Device Fee and Deposit

The final steps to receive a permit, after satisfying the insurance requirements, are to pay the device fee and deposit.

  • Applicant must pay the "Shared Micro-Mobility Annual Permit and Program Monitoring Fee" of $97 per device. This fee is based on the number of devices to be deployed in the right-of-way. Additional fees are required when the fleet size is increased. These fees are to be sent to the address below and must be collected prior to permit issuance. Fees are non-refundable if fleet size is reduced.
  • Applicant must pay a property repair and maintenance deposit to the City in the amount of $10,000 per the City's Section 11.92.100 of the San Jose Municipal Code. These fees are to be sent to the address below and must be collected prior to permit issuance.
Device fee and deposit should be paid on separate checks.
