We have engaged the community by posting over 150 posters along the project corridor, hosting three community meetings, sending out over 18,000 mailers to residents, and conducting outreach via social media and the council office contact list to gather feedback on the project design.

In February 2021, the Department of San José completed a "quick-build" safety project on Senter Road. This project used low-cost, quick-to-install, temporary materials to improve traffic safety. The Senter Road Earmark Project will make these quick-build features permanent by replacing temporary plastic delineators with permanent concrete separators. Additionally, this project will install:

• A new traffic signal at Senter Road and Balfour Drive;
• New or upgraded lighting
• New pedestrian crossings;
• Transit improvements;
• And median islands.

Quick-build projects allow staff to evaluate how effective designs are before installing permanent features. In certain locations, staff may recommend minor changes to the existing quick-build elements such as corner bulb-outs. For the majority of the corridor, this project will install permanent improvements, such as concrete separators, to make quick-build treatments permanent. This will enhance areas where delineators and red curb currently exist to ensure appropriate intersection and driveway visibility, as well as reinforce where cars should not park.

This project will install permanent concrete in most areas where vertical delineators exist. Until then, please report maintenance concerns such as missing vertical delineators, damaged fences, street trees debris, or streetlight outages on the City's 311 services. These services can be addressed via the 311 app, available on the Apple or Android app stores.

Although not part of the scope of this project, there are future plans to improve the intersection of Capitol Expressway and Senter Road as part of a separate project. The City of San José was awarded a federal Safe Streets for All grant to address safety at several intersections, including this one. That project will be delivered after the Senter Road Earmark Project. Updates on the Safe Streets for All project will be posted on the DOT website.

The existing bike lanes will be enhanced with concrete separators for most of the corridor where there are currently quick-build delineators. Additional segments are being considered to provide protected bike lanes along the entire corridor. Alternative designs, such as frontage lanes, may be installed to maximize existing on-street parking while further enhancing safety for both parked vehicles and bicyclists. From Tully Road to Alma Avenue, reduced lanes will allow for concrete separated bike lanes. At key intersections with transit improvements, bike lanes will be brought up to sidewalk level. Striping will be in place to show where bikes can ride, and where they must yield to pedestrians.

Traffic enforcement can be requested through the San Jose Police Department. This project contributes to the overall goal of slowing vehicular speeds and creating a safe environment for all roadway users.

Concrete separators between the bike lane and vehicle lane are proposed to be 6 inches high, which follows the recommendation in the Federal Highway Administration Seprated Bike Lane Planning and Design Guide, and is the design standard throughout San José. This standard height provides a meaningful physical separator between vehicles and bicyclists and deters vehicles from driving into bike lanes.

All new on-street parking installed through this project will have a four-hour time limit. To report vehicles parked on the street for extended durations of time, you can request enforcement through the parking compliance team.

Senter Road is one of the 30 Vision Zero Priority Safety Corridors, due to its high frequency of killed or severely injured (KSI) traffic crashes. In 2021, the number of vehicle lanes on Senter Road south of Tully Road was reduced to four lanes or less. This project proposes to extend this treatment from Tully to Alma. This will provide consistent bike lane design and align with the 2025 Better Bike Plan. The City of San Jose worked with a consultant to analyze the impacts of removing a vehicle travel lane north of Tully Road. The study showed level of service (LOS) operations on Senter Road would not be significantly degraded. This is not to say that traffic flow will not be affected, but during peak vehicle volumes, traffic would not be much different than it is today.

DOT will collect volume data for vehicles, bicyclists, and pedestrians, as well as speed data before and after construction of the project. This will allow staff to conduct a before/after study and analyze whether the project met its goals.

Narrowing lanes is a traffic calming strategy to reduce vehicle speeds. Our Complete Streets Guidelines recommend roadways like Senter Road to have 10 to 12 foot lanes.
