Proposed General Plan Amendment, Planned Development Zoning, and Planned Development Permit for the Evergreen Village Project, File Nos. GP21-015, PDC21-036 & PD21-020

Meeting Purpose:  To describe the applicant’s proposed request, the City’s review process, and to obtain community input on the proposed requests located on two parcels northwest of the intersections of Classico Avenue, Evergreen Village Square, and Ruby Avenue comprising 0.82 acres in San José.

Comments, concerns, and questions raised at this meeting will become part of the public record and will help inform the project’s design as it moves forward in the review process. There are continued opportunities throughout the permit process to publicly comment on the proposed request as illustrated in the process chart below.

Proposed requests:

General Plan Amendment (GP21-015) to change the existing 2040 General Plan Land Use/Transportation Diagram designation from Open Space, Parklands, and Habitat (OS) to Mixed Use Neighborhood (MUN).

Planned Development Rezoning (PDC21-036) to allow the project site to be rezoned from A(PD) Planned Development Zoning District to the MUN(PD) Planned Development Zoning District

Planned Development Permit (PD21-020) to allow the construction of three buildings on two lots, for a total of 16 residential units, including 7 live-work units.

Staff Review : Staff have completed an initial review of the proposed land use amendment request and found it to be consistent with Envision San José 2040 General Plan Major Strategies, goals, and policies. For the General Plan Amendment, staff will recommend approval to the Planning Commission and City Council. The project is proposing residential development at 19.75 du/ac and is consistent with the density and land use designation, which allows mixed-use development.
