Affordable Housing Plans & Policies

Housing Plans and reports

The City of San José has a strong commitment to ensure that all its residents have decent, safe, and affordable housing. The City prepares various housing-related plans and reports that articulate the priorities and strategies for making San José a great place to call home.

housing-related policies and ordinances

San José has adopted policies and ordinances to address its housing affordability crisis. They can be broadly grouped as the 3 Ps:

Production to encourage the production of restricted-affordable housing;

Preservation of both restricted-affordable and naturally-occurring affordable housing; and

Protection of low-income tenants.

Please follow the links below for more detailed information on each. Note that these policies and ordinances are administered by the Housing Department, the Department of Planning, Building, and Code Enforcement, and other City departments.
