soft story seismic retrofit program

Soft Story refers to fragile, wood-framed multi-story buildings built in 1978 or earlier, with weak, flexible, or open ground story. In June 2018, the San José City Council directed staff to develop a mandatory soft story seismic retrofit ordinance. The City has applied for a $4.7 million grant from Cal OES and is awaiting the receipt of the grant. The City Manager's Office and the Office of Emergency Management have submitted a separate budget proposal for FY 2020-2021 to complete the retrofit framework and ordinance.
