Diridon Affordable Housing Implementation Plan
The Diridon Affordable Housing Implementation Plan is a strategy document that takes a "3Ps" approach on reaching the City's housing-related goals in this area. The Diridon Housing Plan covers the Diridon Station Area (DSA) and surrounding neighborhoods within a half-mile distance (referred to as the Neighborhood Stabilization Area). It integrates assumptions in Google's Downtown West Mixed-Use project, but goes beyond that and focuses on how the entire area will accommodate housing for residents at a range of incomes.
The Diridon Housing Plan's strategies address:
- Production of new affordable housing units;
- Preservation of affordable homes in the DSA and surrounding neighborhoods for lower-income residents; and
- Protection of vulnerable residents from displacement.
The Diridon Affordable Housing Implementation Plan was approved by the City Council on May 25, 2021. It is a separate document from the Amended Diridon Station Area Plan (DSAP), but supports its implementation. The Executive Summary is included in the DSAP.
To inform the creation of the Diridon Housing Plan, Housing Department staff and its consultant, Strategic Economics, incorporated feedback from:
- Meetings of the Station Area Advisory Group (SAAG) from 2018 to 2021;
- Diridon community meetings;
- Outreach events hosted by non-profits facilitating Diridon outreach and engagement in multiple languages;
- Diridon City staff office hours;
- Comments from the public and officials at City Council, the Planning Commission, and the Housing and Community Development Commission meetings;
- Additional Housing Department stakeholder meetings;
- An online survey and online comment forms.
From 2019 through May 2021, there were roughly 18 activities and over 1,000 estimated participants connected, directly or indirectly, to the Diridon Housing Plan outreach.
In addition, the Diridon Housing Plan incorporates several strategies from the Citywide Residential Anti-Displacement Strategy, developed by a community-centered listening process which engaged several hundred community members and stakeholders from early 2018 through fall 2020.
Achievement of strategies in the Housing Plan is designed to be a joint effort between the City, the community, and external funders in the private and philanthropic sectors. While some funding from Google's Community Benefits Agreement under the Downtown West Development Agreement will help with implementation, additional resources will be required to realize the vision of the Housing Plan.
Note that most of the strategies in the Housing Plan will require additional City Council approvals, and many will involve additional stakeholder outreach. Housing Staff plans to return to the City Council in fall 2021 with a workplan for the Housing Plan's implementation.
