OUTREACH & WORKSHOPS
The City of San José and Valley Transportation Authority (VTA) are co-hosting several meetings on the Five Wounds Urban Village Plan Update. Sign up to stay informed and thank you for participating!
We will consider all public feedback as we develop the Update. Presentations will be posted for those unable to attend a workshop or hearing.
Spanish and Vietnamese language interpretation will be provided at the five community workshops listed below.

Public Hearings - Planning Commission and City Council
2024 - Dates to be determined
The project team will prepare a presentation for the Planning Commission, incorporating public input and feedback from the prior community workshops. The recommendation of the Planning Commission will then be provided in a similar presentation to the City Council, which will consider the final adoption of the Five Wounds Urban Village Plan Update.

Meeting Focus: This is the final community workshop for the Five Wounds Urban Village Plan Update on the future of the area surrounding the 28th St./Little Portugal BART Station. After 18 months of collaboration and community input, we're excited to unveil the outcomes of our joint efforts on designing the Plan’s policies for land use, urban design, open space, parking, traffic circulation, and displacement concerns. Come see how your valuable input has shaped the vision for this neighborhood’s future. Your attendance matters!
Environmental Scoping Meeting, In-Person

Meeting Focus: City staff described the proposed project, the environmental review and planning process, and obtained community input on the project and issues to be discussed in the environmental documents. Community Workshop #4 - Parking and Transportation Strategies - In Person

Meeting Focus: The project team will present parking strategies and transportation improvements for the area, including improved crossings over US-101, more reliable bus service, and trail access to the future BART station.

Workshop Summary: Five Wounds Workshop #3 Summary
Location: Mexican Heritage Plaza, Pavilion Room, 1700 Alum Rock Ave., San José
Meeting Focus: The project team presented the conceptual plans for land use, building heights, urban design, and open space, and also presented the Design Development Framework (DDF) for the future VTA 28th Street/Little Portugal BART site. These plans and framework reflect the vision of the original four urban village plans; community input from Workshops 1 & 2; and a market analysis.

Transportation Open House, Five Wounds Urban Village Plan - In Person
Sunday, August 20, 2023 - 10:00 a.m. - 1:00 p.m.
Location: Cristo Rey San José Jesuit High School, Gymnasium
Meeting Focus: Staff presented the transportation component of the Five Wounds Urban Village Plan. Spanish, Vietnamese, and Portuguese interpreters will be provided. Refreshments will be served.
Feedback Focus: We want to hear your ideas, concerns, and questions about transportation in the project area.

Meeting Focus: The project team provided an overview of what they heard from community members at the first workshop in December, and shared anti-displacement strategies to protect existing residents and small businesses.

Transportation Walk for the Five Wounds Urban Village Plan Update
Wednesday, January 25, 2023 starting at Mexican Heritage Plaza
Meeting Focus: During the one-hour walk, participants shared the challenges and safety concerns they face day to day when getting around the neighborhood, and ideas for improvements.

Meeting Focus: Staff explained the project goals for consolidating and updating the four existing urban village plans, existing area conditions, and how the community can be involved. Attendees had time to ask questions and provide comments.
Feedback Focus: The project team asked to hear ideas, concerns, and questions for the future development of the area around the future 28th Street/Little Portugal BART Station and development in the four surrounding urban villages.
Exploring the 28th Street/Little Portugal BART Station Tour
Thursday, February 16, 2023 – 12:30 p.m. - 1:30 p.m.
This event was sponsored by the San Francisco Bay Area Planning and Urban Research Association (SPUR) (cost: $10).
Location: The meeting location was sent to registrants in advance of the tour.
Meeting Focus: Presentation on the plans for the station area, including a review of approved transit-oriented communities (TOC) policies, the Five Wounds Urban Villages Plan Update, and VTA's creation of a design development framework to shape future transit-oriented development on VTA properties.
