Public Works Development Services / Utilities Online Applications

If the permit type you wish to apply for is listed below, then you can go to www.SJPermits.org to get your online application started. To apply for an online permit, you first need to register and create an account. Refer to the SJPermits Account Setup Guide for information on registering for an account.

* Please Note: Several permits are restricted and can only be initiated by specific organizations. There are also certain permit types that are not available for electronic plan review through SJePlans. Refer to the table located in the "Available Permits" accordion section below to see which permits are or are not restricted and which are available for SJePlans electronic plan review.

Disclaimer: Incomplete permit application submittals that are not completed within 2 months (60 calendar days) will be automatically purged from the system. To complete a permit application you must progress through all stages of the application process, which ends at the post submission instructions page. If you did not complete the submittal, you may complete the submittal by using the "Continue to Submit Application" feature from the permit details page. Refer to the Public Works Application Overview Guide below for detailed instructions on the application process.

Click on the links under "Permit Types" or "Permit Categories Available" column for the instructions for the permit. For permit application resources visit the Applications and Resources page of the specific group you are obtaining a permit from. Development Services

Development Service applications are not restricted to any specific agency or group. In order to apply you must have an online account on SJPermits. You may apply utilizing the "Apply on Behalf of" feature in the "Add Application" screen from SJPermits or make sure you add the person or organization as a project collaborator during the online application.

If you do not see the “Apply on Behalf of” dropdown menu when you attempt to apply for the permit, and want to use this feature to apply on behalf of a person or organization, please contact you Development Project team. If you do not have a project team assigned to your project yet then you may contact Development Services staff by email at pwgeneralinfo@sanjoseca.gov.

Public Utility Permits

Public Utility Permit applications are restricted for Public Utility Companies (i.e. PG&E, AT&T, etc.) and their authorized agents. In order to apply you must meet one of the two criteria and you must use the "Apply on Behalf of" feature in the "Add Application" screen from SJPermits.

If you do not see the “Apply on Behalf of” dropdown menu or see an error message when you attempt to apply for the permit, and you feel you should be allowed to submit for this permit type, please contact the Public Works Utility Permitting group at pwutilitypermits@sanjoseca.gov.

Inter-Agency Permits

General
Inter-Agency applications are restricted to other Public Agencies (i.e. VTA, County of Santa Clara, etc.) and their authorized agents. In order to apply you must meet one of the two criteria. You may apply utilizing the "Apply on Behalf of" feature in the "Add Application" screen from SJPermits or make sure you add the Public Agency as a project collaborator during the online application.

If you do not see the “Apply on Behalf of” dropdown menu or see an error message when you attempt to apply for the permit, and you feel you should be allowed to submit for this permit, please contact the Public Works Inter-Agency group by email at pwgeneralinfo@sanjoseca.gov.

Application
The permit type you should apply for depends on the scope of work. If the work involves encroachment into the City of San Jose right-of-way with no physical improvements (i.e. traffic control) then apply under the Revocable Encroachment Permit type with the Inter-Agency subtype. If the work involves physical construction (i.e. pavement work, storm/sewer improvements, curb & gutter, etc.) then apply under the Improvement Permit category with the Inter-Agency subtype.
