The Traffic Control Manual provides the basic standards for the safe movement of traffic upon highways and streets in accordance with Section 21400 of the California Vehicle Code.

Traffic control includes safe protection for the public, motorist, cyclist, pedestrian, and construction worker.  These devices are necessary to provide safe passage for the traveling public through the work area and for the safety of the workers working within these areas.  It is the responsibility of the contractor or organization performing work on, or adjacent to, a roadway to install and maintain such devices.
