Move San José (“The Plan”) lays out a new approach for transportation and decision making. It brings the bold vision of a sustainable, equitable, and enjoyable San José to life. The Plan establishes a new decision-making process that joins citywide policies, neighborhood improvements, and reinvention of our city streets. The goal is a San José that is easier and more convenient to get around without a car while being safer to travel in. It does this with a strong emphasis on addressing the inequalities in our transportation system for residents we have historically underserved.  

This plan serves as the Department of Transportation’s (DOT) new strategy. This citywide mobility plan gives us a path to realize the bold goals in the Envision San Jose 2040 General Plan and Climate Smart San José. It will shape the way we approach investing in our future. It informs how we implement the Emerging Mobility Plan (EMAP), the Better Bike Plan (BBP), and our neighborhood plans like En Movimiento and the Downtown Transportation Plan. It also serves as our guide to inform future neighborhood planning efforts and how we will prioritize our time, resources, and funding.   

Why Create this plan?

Our city is expected to grow significantly, to about 1.5 million residents by 2040, and add an additional 172,000 jobs. If we keep going as we have been, this will mean the amount of driving in the city would double, which would make traffic unbearable. This would also negatively affect air quality, access to opportunity, and the health of our families and communities.

The expected carbon dioxide emissions could nearly double from today to 2040. Most of this growth is from transportation, which is already 63% of emissions today in San José.

If we continue on this path, we will have more fires and days with orange skies, health problems, more people injured or killed in traffic, and more flooding from sea level rise.

We don't want that future for ourselves, our children, our grandchildren, or our friends and neighbors. Changing the transportation system is the single most impactful thing we can do as a City to address climate impacts.
