Staff

The City Auditor is appointed by and reports to the City Council.  The City Auditor’s Office currently has 13 staff. Our office's organizational chart illustrates our staffing structure.

Joe Rois

City Auditor (Email Joe Rois)

Joe joined the Office of the City Auditor in August 2008 and was appointed City Auditor in June 2019.  During his time with the City, Joe has worked on a variety of audit projects that have improved services for residents, identified cost savings, and made City operations more transparent.  Audit subjects have included direct services to the City’s residents, internal operations, and performance reporting on City services.  Immediately prior to joining the City, Joe worked primarily as a consultant for nonprofit clients in the Bay area, researching and reporting in different public policy areas.  From 1991 through 1999, he worked as a Certified Public Accountant in Seattle and Bellevue, Washington.  Joe has a Bachelor of Business Administration in Accounting from Gonzaga University and a Master of Public Policy from University of California, Berkeley.

Gitanjali Mandrekar

Assistant City Auditor (Email Gitanjali Mandrekar)

Gitu has worked at the City Auditor’s Office since 1999. She holds a Master’s degree in Economics from San Jose State University and a Bachelors degree in Economics from Fergusson College, Pune, India.

Since joining the office, Gitu has participated in numerous audits that span a variety of departments citywide.  These include audits of IT General Controls, Police Overtime, Employee Hiring, Code Enforcement, Fire Injuries and Police Hiring.  Her work has been recognized by the Association of Local Government Auditors (ALGA) by being awarded the 2006 Knighton Award for “An Audit Of Citywide Grant Oversight” for the best audit among medium sized audit shops and an Honorable mention of the 2011 “Audit of Key Drivers of Employee Compensation”.

She has been a presenter at the national conference of the Association of Local Government Auditors, the Association of Government Auditors (AGA) and participated in peer reviews of the Berkeley City Auditor’s Office and the Los Angeles Unified School District’s Office of the Inspector General.

Brittney Harvey

Supervising Auditor (Email Brittney Harvey)

Brittney joined the Office of the City Auditor in August 2016.  Since then, she has conducted audits across the City, including, the audits of The Police Activities League, Environmental Services Department Consulting Agreements, Technology Deployments, and Police Staffing, Expenditures, and Workload.  She also developed and maintains the Office’s interactive dashboards displaying audit recommendations and serves on the Digital Strategy Committee and Nominating Committee with the Association of Local Government Auditors (ALGA).

Brittney holds a Master of Arts in Positive Organizational Psychology and Evaluation from Claremont Graduate University, and a Bachelor of Science in Psychology from the University of New Mexico.

Alison McInnis Pauly

Supervising Auditor (Email Alison McInnis Pauly)

Ali served as a summer fellow in the Office of the City Auditor in 2010 prior to joining the City as a Program Performance Auditor in 2012.  Since joining the Office, Ali has worked on audits of a variety of City services.  These include fire prevention, indirect cost allocation, employee and police hiring, police overtime, and the City’s retirement plans.

Ali is a native of San José.  She holds a Bachelor of Arts degree in Political Science from Stanford University and is a Certified Internal Auditor.

Ebelechukwu Obi

Senior Program Performance Auditor  (Email Ebelechukwu Obi)

Ebele joined the Office of the City Auditor in October 2019.  Previously, she worked in project management in the tech and healthcare industries.  During her graduate program in Los Angeles, she interned in the City Manager’s/City Council’s Office for a neighboring city and held research positions with a faculty member and her school’s Center for Economic Development.   

Ebele is a native of Northern California.  She holds a Bachelor of Arts in Psychology with a minor in Government from Dartmouth College and a Master of Public Administration from the University of Southern California.

Program Performance Auditor II (Email Hiwad Haider)

Hiwad joined the Office of the City Auditor in November 2022.  Hiwad was born and raised in San José.  He holds a B.S. in Economics and History from Santa Clara University, where he served in the Associated Student Government.  He has worked on various electoral campaigns as a campaign manager, field director, and campus organizer.  Hiwad also coached high school Speech and Debate in the local area from 2019-2022.

MICHELLE ANN MALLARI

Michelle joined the Office of the City Auditor in May 2022.  Michelle grew up in the South Bay Area before attending the University of California, Irvine, where she was involved in student government and advocacy. She graduated in 2021 with Latin honors and earned her Bachelor of Arts degrees in Business Administration and Political Science.  Michelle worked as an audit associate in public accounting before joining the City of San José.

MICHAEL A. O'CONNELL, JR.

Michael joined the office of the City Auditor in April of 2022.  Previously, he has worked in sales development in the tech industry as well as facilities maintenance and operations.

He holds a Bachelor of Science in History with a minor in Political Science and a Master of Public Administration from Northern Arizona University.

Adrian Perez

Adrian joined the office of the City Auditor in June of 2022.  Previously, he has worked in the retail industry in sales and technology. 

Adrian is a native of Northern California.  He graduated from the University of California, Berkeley, in 2022 with a Bachelor of Arts degree in Economics.

Maria Valle

Maria joined the Office of the City Auditor in February of 2023.  Maria was born and raised in San José. She graduated in 2012 with a Bachelor’s in Political Science from Santa Clara University and in 2021 with a Master’s in Public Policy from UC Berkeley. Prior to this role, she worked in the Office of San Jose Mayor Sam Liccardo as an advisor on youth workforce development, quality of life, and community development initiatives and issues. Before this, Maria founded a middle school outcomes-driven program and provided academic and college advising to low-income first-generation college-bound students. Outside of work, Maria enjoys reading, rollerblading, jogging, hiking, nature walks, lounging at the beach and coffee shops, dancing, traveling, chasing views and sunsets, volunteering, and spending time with family and friends. 

Dilnoza  Khudoyberganova

Program Performance Auditor I (Email Dilnoza Khudoyberganova)

Dilnoza began working with the City Auditor in January 2023 after graduating from Carnegie Mellon University with a Master of Science in Public Policy and Management. Prior to graduate school, Dilnoza gained a wide variety of internship experiences while completing her Bachelor of Science degree in Economics and International Studies at American University. Some of these experiences include the Government Accountability Office (GAO), former Governor Brown’s Office and the European Union. During her studies in Washington, DC, California, and Brussels, Dilnoza discovered her interest in performance auditing. She also worked closely with Carnegie Mellon University faculty in researching income and property tax policy.
