H21-027 and H21-028 ADDENDUM TO THE DOWNTOWN STRATEGY 2040 FINAL ENVIRONMENTAL IMPACT REPORT for MONTGOMERY PLAZA MIXED-USE DEVELOPMENT

The project is application for a Site Development Permit to allow construction of a two-phase, mixed-use development project on two non-contiguous sites. The two project sites are currently occupied by one single-family residence each, and both structures would be demolished for the project.
Phase I proposes the construction of a 223-foot-high, 24-story mixed-use building, consisting of 123 residential units and approximately 1,623 square feet of ground floor commercial space on a 0.102-acre site at 565 Lorraine Avenue in San José. Phase I of the proposed development would include a single-level basement, fitness area, bicycle storage, and rooftop terrace.
Phase II proposes the construction of a 276-foot-high, 29-story mixed-use building, consisting of 264 residential units and approximately 1,814 square feet of ground floor commercial space on a 0.36-acre site at 543 Lorraine Avenue in San José. Phase II of the proposed development would include a two-level basement, main lobby, bicycle storage, and rooftop terrace.
The proposed project is implementing a density bonus pursuant to Assembly Bill (AB) 2345. This includes addition of new sidewalks and street features, as well a significant reduction in the parking provided for the development to promote the circulation goals and policies of the 2040 General Plan. The site is designated in the General Plan as Downtown in the City’s 2040 General Plan. The Downtown designation allows a density of up to 800 du/ac and an FAR of up to 30.0 at heights of 3 to 30 stories.
