OVERVIEW
The Community Stabilization and Opportunity Pathways Fund Commission (“Commission”) consists of 13 voting members and one alternate member. The Commission is responsible for guiding the Community Stabilization and Opportunity Pathways Fund (“Fund”).
The Fund is the largest component of the community benefits outlined in the Downtown West Development Agreement. The Fund is intended to uplift under-resourced communities in San José through these two program areas:
- Community stabilization (e.g., preventing the involuntary displacement of residents, communities, and small businesses through affordable housing preservation, rental assistance, and similar programs).
- Opportunity pathways (e.g., increasing economic security and educational attainment through training programs, support services, entrepreneurial assistance, and similar programs).
There are several steps that need to happen before grants can be distributed from the Fund. The focus of 2023 is to onboard the Commissioners, develop bylaws for the Commission, and to launch the process of selecting a third-party Fund Manager. Next will be preparation of the first Five-year Strategic Plan. Following Council approval of the Strategic Plan and receipt of the initial contribution to the Fund, the Fund Manager will coordinate with the Commission to administer the first grant process.

There is no regular meeting schedule for this Commission. It is anticipated that, during the initial years, meetings will occur every 2-4 months.

Hybrid Meeting Policy: Consistent with current City policy, meetings of the Commission will be held in-person at City Hall and streamed live using Zoom, so that members of the public may attend in-person or remotely. Commission members must attend the meeting in-person, unless they request an exception. When possible, the agenda will note whether a Commission member is attending remotely.
Language Access and Accommodations: Spanish interpretation will be available at each of the meetings.
