General Plan 4-Year Review
The Envision San José 2040 General Plan establishes a four-year review cycle, providing opportunity to evaluate the City’s achievement of key goals and mid-course adjustments to the General Plan. This work is done through public meetings of the Envision San José 2040 Task Force, Planning Commission, and City Council.
The Task Force and decision-makers completed a first review cycle in 2016 and a second review cycle in 2021; find the task force members, meeting descriptions and agendas, and other details for each cycle in the accordion below.
about the Envision San Jose 2040 Task Force
The Envision San José 2040 Task Force was created in 2007 to assist staff with the update of the City’s General Plan. This update process ended in 2011 and resulted in the Envision San José 2040 General Plan.
The Task Force convenes every four years to evaluate the City’s achievement of planned job goals, implementation of the Urban Village concept, environmental indicators, and affordable housing needs in the past four years. At the end of the review process, the Task Force makes recommendations, first heard by the Planning Commission and then the City Council, on mid-course adjustments to the Plan.
The Envision San José 2040 Task Force reconvenes prior members and organizations (as possible), representing a diversity of thought and perspective. Listing of Task Force members are shown in each respective cycle shown below.
4-year review cycle #2 - 2020/21
The Envision San José 2040 General Plan establishes a four-year review cycle, providing opportunity to evaluate the City’s achievement of key goals and mid-course adjustments to the General Plan, involving General Plan amendments. This work is done through public meetings of the Envision San José 2040 Task Force and City Council.
The second cycle of the four-year review occurred from November 2020 to April 2021.

The Envision San José 2040 General Plan establishes a four-year review cycle, providing opportunity to evaluate the City’s achievement of key goals and mid-course adjustments to the General Plan. This work is done through public meetings of the Envision San Jose 2040 Task Force and City Council.
The first cycle of the four-year review occurred from November 2015 to April 2016, with finalization of their recommendations on these dates. See also the Meetings & Materials section below.
- April 2016 - Task Force approved a final set of recommendations for the City Council to consider.
- November 16, 2016 - Planning Commission hears the recommendations and associated General Plan amendments
